Ubuntu works as an operating system itself based on the Linux Kernel.

It is also possible now using Wubi, to install Ubuntu while still within a WIndows Operating SYstem to provide taht machine with a dual-boot capability, giving a choice between Windows and Ubuntu at startup.

Indeed that is what you mean.
For the purposes of simplicity, you can consider mac, windows and ubuntu to be equivalent.

It can't work on any operating system - it IS an operating system. It can co-exist on the same computer as OS X or Windows but cannot be run at the same time without virtualisation software.
