i can remove an ide hdd but cannot connect it when computer is running, right? is it so?

It depends a bit on the controller. Standard IDE controllers IIRC can't do it, but most SATA controllers should be able. I did try this recently with an onboard sata-controller and some WD harddrives and the drives were detected correctly.

when i connected ide hdd computer hanged. i restarted it.

does it depend on whether there is already an other hdd on the second place of the same ide cable?

Most IDE controllers do not allow 'hot-swap'.

If you have two HDD on the same cable then one should be master and one should be a slave. I would not ever hot-plug a HDD in a desktop system even if the controller allowed me too.
