You could use an adaptor usb to ps/2 for the mouse :)

mmm its really weird thing, sure this is the fact? could be something else,
like low power, try whit a live cd and the "nousb" option

It could be a USB hub, that USB device to collect several USB devices. Also not all USB ports are equal; some may still be for USB 1.0 (i.e. for the mouse), some for USB 2.
Put your USB devices into other ports, leave some out, experiment and look what happens.
An important tip is to disable in your BIOS booting/starting from USB disks.

Leave external USB hard disk unplugged while booting, then plug it in. It is simply a side effect of computer trying to boot from external USB hard disk.
