Upgrading problem: failed to fetch http://... 403 forbidden

I'm trying to upgrade to Jaunty Jackalope using the Upgrade manager, but when the software tries to fetch new packages I get the error message "Failed to fetch http://... 403 Forbidden [IP: ...]" I tried to change from http to ftp on all lines in /etc/apt/sources.list and other files in that directory but it didn't help so I changed it back. Is this because the servers are busy? Should I just wait or can I do something to solve the problem?

If it's because the servers are busy maybe you could change the error message in next release to something like: "The servers are busy. Try later" or something like that.
