But why didn't they bundled the packages with OS Installation CD ?

There are lot of programs available in Ubuntu many of them functioning in a similar manner. The default installed programs should get you going for most things. The repositories are divided up depending on the content this is explained here http://www.ubuntu.com/community/ubuntustory/components . Also if all programs were provided it would mean that the CD would end up being several Dvds as the repositories are about 28gb. Therefore you would have to download allot more before you can install ubuntu.

basically i am a mandriva linux user and i had tried the ubuntu 9.04 version which was given from my friend.
but i haven't find any more packages for developement like mysql,java,apache,apache tomcat,g++ compiler etc...
