How to open up a bug without apport?

I need to open up a bug for a system that is very unstable with Ubuntu 10.04 to the point that apport cannot be used on it.
Using apport on another system would provide wrong information to developers and create confusion.

Is there a way to open up a bug manually through a web interfgace?
For some reason I can no longer find "Report New Bug" button on launchpad any more...
