How does one contribute a technique?

With answers to Question #210626 I was able to set up project directories. It is a fine replacement for Windows project directories.
As a retired software and engineer and technical writer I wrote a how-to build project directories. I've looked at the forms of Ubuntu documentation and there seems to be hundreds of forums, wikis, and on and on. Some (most?) require a very complex signing of a code of conduct to even be part of the documentation process. Is there some straightforward way to contribute? Perhaps there's an unaffiliated and simpler wiki or blog that's simpler. Anyone with in-depth knowledge have an answer to this?
