Why ax_cxx_compile_stdcxx_11 is not included ?

/usr/share/aclocal/ax_cxx_compile_stdcxx_11.m4 seem to be already contained in the package autoconf-archive starting from version 20130609-2 (which is the current development version for trusty), but not in the older versions.
