How do I configure locales in Ubuntu?

Ever since dapper "dpkg-reconfigure locales" does not work anymore to select and generate the locales for ubuntu. You might ask then, how this should be done now?

Oh my god, Bhavani! Have you not slept well? What are you taking issue with?

* that I asked a question I wish I had found an answer for at the time I was searching for it
  *and* answer it myself?
* that I linked in a bug where other people are having exactly this problem?

  I don't see answers as a support system only. It is a knowledge base with collected wisdom on
  how to solve users' problems even more than a support system IMHO. Go look up the explanation

Yeah, very invalid question. Go, pat yourself on the back for taking one small step at destroying what could be an invaluable information resource for FOSS users. And go pat yourself once more for frustrating somebody that was trying to help while you only boosted your ego playing "LP cop".
