Why are menus and tooltips shown on all desktops?

I don't understand why menus (such as Applications, Places, and System) and tooltips should be visible on all desktops. Why doesn't each desktop have its own tooltips, its own menus, etc?

I am told that this is not a bug and that I should ask here. I disagree with the bug status - I think the the current behaviour is unappealing and unintuitive, and thus buggy. Please feel free to comment or explain things to me.

I think because they was designed to be a strictly replication of standard "Working area": i like it, i always keep 6 working areas and i like to find on all of them the same menu and tools and icon.

That's well and good, but there are two issues here:

0) there is no option to make the menus different. If I wanted to have one desktop for media editing, one for word processing, and one for browsing, I'm out of luck. This is a problem whose scope is larger than this question or the bug that I submitted.

1) when the desktop cube is transparent, opening a menu shows it on all the desktops at once -- an unattractive behaviour that is not expected. Similarly, when a tooltip for a window that is only on your current desktop pops up, the tooltip shows up as a little box on all the other desktops. Again, an unexpected and unattractive behaviour.

The bug that I reported was in response to the second problem, but I think that the first problem bears consideration as well.

I'm still interested in an answer. This bug is limiting my ability to do some pretty cool things with Compiz.

I believe a lot of this has to do with how gnome-panel and the window manager interact. I would like to point out that each workspace having a different set of panel applets may sound great, but in practice it would be hard to operate. Think of the notification area begin on one workspace but not another, that would hardly be an alarming notification.

Someone please correct me if I am wrong.

"It would be hard" does not mean "this is not a bug". I'm going to open a new bug in the tracker asking for a fix to this.
