"Laptop crashed while installing update" package gnome-menus 3.13.3-11ubuntu1.1 failed to install/upgrade: triggers looping, abandoned

My laptop crashed while installing updates and now my desktop screen looks different
and the sidebar is gone. I can run stuff on my desktop but only by right clicking and when I
exit one of the programs it just crashes and freezes my system.

I've gone into safe boot mode but don't really know what to run. I got into the
root menu and tried running dpkg but it says "failed to fetch" and then starts
"restoring original system state".

Nothing seems to help out. I'm desperate here I don't want to do a fresh install and lose everything.

I actually got it figured out, your snarky response did it, brilliant! 😒
Had my stuff backed up
but didn't have a recovery disk.

I followed the steps found here (https://www.techbrown.com/fix-broken-packages-ubuntu-18-04.shtml#close) to fix my issue.
