I have a desktop on ubuntu and a lap top on windows 7. They are tied together on a wireless system. I would like to use the desktop as a server and use it printer/scanner from my laptop and store files on the desktop from my laptop

You can share files using samba. For printer sharing you must configure both samba and cups. There is a guide here on how to do this:

For 10.04:
  https://help.ubuntu.com/10.04/serverguide/C/samba-printserver.html
For 10.10:
  https://help.ubuntu.com/10.10/serverguide/C/samba-printserver.html

If you do not like to use command line you can install the the ebox-printers package:

  sudo apt-get install ebox-printers

and then point your webbrowser in this URL:
  https://localhost
