xfce4 panel not corralling maximized windows

panel is staying on top of a maximized windows, causing loss of window.
Unable to find any on top setting for panel setting.
Panel is Panel 0 and has been moved long ago from to of screen to bottom.
Moving panel back to top of screen covers title bar and controls.
