If you report a bug and the bug and security fixes are significant the package will be updated sooner. Packages in Ubuntu are not updated just because a new version is released.

As the maintainer of GNS3, I can tell you that this is being worked and will be released into Debian at some point after the new year.

Unfortunately I am not able to provide a more concrete ETA due to work commitments outside of my Debian Packaging work.
