Can you add a hover / mouse-over event ?

There are tools that seem to detect "hover" / "mouse-over" on their Indicator Applet icon - and then do things like popup informaton boxes / hints / etc. I am using python for this, but this appears to be a libappindicator question.
It does not look like libappindicator provides this as an event/signal.
Could this be added?

I assume "open" status for 15 days, then "expired", means this was formally ignored?
or did I miss a step in the process?

That fact that you have not got any response does not say that your idea was refused, it was just not reaching the right audience.

The question area is more for support requests (something does not work the way it should, or you need help how to do something). Most of the persons acting here are just normal users with a bit of experience in using Ubuntu.

What you want to achieve is an enhancement to a program. This has to be addressed to the developers who do not so much look into the question, but more into the bug area of launchpad.

You might better get noticed if you create a bug message marked as "wishlist" - either in
https://bugs.launchpad.net/ubuntu/+source/libappindicator/+filebug
or maybe even better at
https://bugs.launchpad.net/libappindicator/+filebug
