To force remove the inconsistent package, you could run:
sudo dpkg --purge --force-all unity-scopes-runner
and the run:
sudo apt-get install -f
to get the system back in a good state.

Many thanks to all now i can install and uninstall applications without problem.
The system propose me to upgrade the version from 13.10 to 14.10. That's stable ? Everythings working?

Okay it seems fine, but first reinstall unity-scopes-runner with:
sudo apt-get install unity-scopes-runner
the update with sudo apt-get update && sudo apt-get upgrade
It it proposing Ubuntu 14.04? Ubuntu 14.04 is now stable and very good from what I've heard. Ubuntu 14.10 is not available yet. So yes you could upgrade to Ubuntu 14.04 now, but reinstall unity-scopes-runner first.
