I wanted pae kernel to be installed by default after detecting my RAM with Ubuntu. Can this be tweaked into the installer so that it detects the PC's RAM and installs a kernel accordingly.

You will need to install the server kernel which has PAE support. I suggest you suggest this on:

http://brainstorm.ubuntu.com

If you run:

sudo apt-get install linux-image-2.6.31-15-server linux-image-server

(assuming karmic)
You can then reboot to load the server kernel and have PAE functionality.
