Backport fix #1575652 to 16.04

Can the fix for #1575652 that was done in 16.10 not be backported to 16.04 so that PXE installs can continue to work again in this release?

There is already a task for 16.04 in bug #1575652 - importance high, scheduled for delivery with 16.04.1 (due for July 21)
