Date::Manip timezone error mythtv

No Program listings in MythTv; mythfilldatabase runs ok but reports error 512 and said that my RecordLiveTV.XMLTV is missing.

Tried running tv_grab_uk_rt from command line to rebuild the missing file and I get the following error

XMLTV requires a Date::Manip timezone of +0000 to work properly
Current Date:Manip timezone is 1

MythTV 0.23 ++fixes25362
XMLTV Module version 0.5.56
tv_grab_uk_rt version 1.220

looking in the fixes list my version seems to be old and this problem has been fixed in later/newer releases as I have tried to update the XMLTV module to the latest (0.5.57) without success as I believe this would also solve the problem.
My thinking is that the Update Manger is not pulling the latest fixes for MythTv as my version numbers are lower.
So Do I need to update MythTv? I can I fix this?
