Why are translation/l10n files so updated?

Back in 2013 I added a few translation to Spanish, but they are still not included on Ubuntu 16.04 repos, that is 3 years later. Today I checked the translations again to fix a typo a noted in the context menu, but it is already fixed and has been for a long time.
Who should I reach to get those translations included in ubuntu? it strike me that after years of being sent to launchpad they are still not updated.
