I'd like to know if it is expected to get a reference management tool for Open office such as the propietary Reference Manager or EndNote

I've got an endnote library I'd like to use in open office. Is it possible to export it to the OOwriter bibliography database?

OO has a reference manager tool now, but it requires some configuration and input on your part.
View / DataSources / Bibliography
I haven't used it myself. I don't know RM or EN and I don't know if their info can be saved into a format like CVS that can be imported by OO's Bibliography DB.
