Support API V3 on keystoneclient

I've found another answer here https://ask.openstack.org/en/question/26581/keystonclient-using-v3/?answer=26582#post-id-26582.

It seems like the goal is to replace the keystone command line client with the unified client (https://wiki.openstack.org/wiki/OpenStackClient), which already has support for the v3 API.
