Tls connection for Rsyslog not listening in any port

I have tried to setup a Tls server which takes syslog over tls using Rsyslog. Even after configuring the the rsyslog.conf file to be a tls server which listens at port 10514, the netstat command to check the port for the program doesnt list the port 10514 and it is not recieving any log. but when i configure tcp for the same it works same . this is the conf file i used .

Do you have a locally running firewall which may be blocking the connection?
Can you telnet to port 10514 on localhost on the server itself (showing its a network issue)?

the issue was with the system, tls worked with the same configuration on another system.
cant figure out the problem with that system but now working on another system .

Yes i tried with firewall disabled to same result
