what format is your scanned document in?
if it's a graphic (e.g. jpg), just load it into gimp or writer, then print to a pdf.
attach it to your email like any attachement

You are lucky! I did it recently.
Use simple scan, and configure scan for text input.
All scanned pages will be gathered in a PDF file.

No, except if you use an OCR (Optical Character Recognition) software to build text from image.
In fact, I'm not precise enough.
If you write a text with a text editor, like LibreOffice of Word, the PDF file will contain both text and font to display, and you will be able to select lines of text, and copy them after in a text editor.
But when you make a PDF from a scanned document, the PDF files contains only a collection of image. And you can't select text from an image. It's like a JPEG photo file.
