how to install with sudo command a compressed tar bz2 (tar bzip)

This is one of those "why didn't I writ this down" situations.
I know there is a SUDO command line structure for installing apts in a compressed file, like a .bz2 file.
I did this before because the site I downloaded the compressed file from included was considerate enough to know that many users would NOT know how to use the file.
So, what is command structure for installing an apt from a compressed file?
