You have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work), and in Debian the first package with transmission version 4.0.1 was only packaged half a week ago https://tracker.debian.org/pkg/transmission . It will take some time until version 4.* will make it into Ubuntu (I expect it to be provided only in Ubuntu 23.10 or later).

And for a PPA:
PPAs are Personnel Package Archives. Ubuntu has no influence and no responsibility on the contents.
A quick search shows at least one PPA that already offers transmission version 4.0.1, https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/transmission
Using a PPA like that one is your own decision, and accepting the related risks is within you own responsibility.

No, all is well with the default Ubuntu repos. Manfred had answered my question as I was unaware of the process with how packages are added to the official repos.

If you aren't having issues, why are you so desperate to get a new version? You are trying to fix something that isn't broken....
