Topic of my message basically tells you everything - why there is still no update from this repository?

Additionally you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work), and also Debian created the first package with transmission version 4.* only a few days ago, and yet only in its unstable release, see https://tracker.debian.org/pkg/transmission

There seems to be a PPA with such version, https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/transmission (standard disclaimer for PPAs applies of course).
