i have downloaded the program and ive coppied it to a dvd disc and it wont run,or must it be downloaded to a cd

You don't just copy it to a disk. You "burn" an ISO. This is a special operation that creates a Linux bootable disk. Have a look at https://help.ubuntu.com/community/BurningIsoHowto

I heard Canonical stopped to send free DVDs. Another solution is to go to a news stand and buy a magazine with a Ubuntu CD included.
What software are you using to burn CD.
You should also check MD5 of ISO image: https://help.ubuntu.com/community/HowToMD5SUM
