Upgrade breaks iptables and ufw

I installed updates on 1/7 which included some security updates. The result is that my system no longer boots. It fails first in iptables indicating a failure at a particular line (66) with the message:

   iptables: No chain/target/match by that name

and then

   Problem running '/etc/ufw/before.rules'
   init: ufw pre-start process (601) terminated with status 1

This needs to get fixed.

An addendum. If you wait long enough - about 15 minutes, it eventually moves past the error and finishes booting.
