offline install/upgrade/update instructions

I have an ubuntu 10.10 PC and I would like to know how I can install multiple packages at once (because they can be too numerous to install one by one), upgrade some packages and update synaptic offline (so I can use the 'generate download script' to download the packages elsewhere) because I don't have my own internet connection at home (but I have elsewhere, which I can facilitate transferring packages through a USB flash drive) and I need a way to solve this 'offline problem' so that I can utilize ubuntu very well.

Wouldn't that be inconvenient, dowloading 705 MB? Besides, synaptic keeps on refusing to add packages from my CD or USB flash drive, though I don't know why. Can't I just download package lists from archive.ubuntu.com and copy them on some system folder or something like that?

You could tell on online OS with the same release to only download the packages needed, you can then copy them to removable storage and transfer to the offline PC. If you need any deps, you will need to satisfy them manually by pulling them down in the same method
