Does it hang on a specific message? What is displayed on the screen when it fails to power down?

No message appears, nothing special on the screen. I click the on-off icon and the system appears to shut down as usual, but never actually turns off, only restarts. But different from a normal restart, the on-off button remains illuminated. This occurs when plugged in. However, if I am operating on battery, then it shuts off. Is there more specific information I can provide?

Latest Kernel update (this morning) seems to have solved the problem. Now it shuts down fine. Thank you.
