Floyd,
a little explanation first, I hope not too boring.
The application you want to use is an application written for computers running the WIndows operationg system.
It cannot be installed and run on any other computer, for instance Mac or your computer running a non-Windows operating system, like Linux.
Fortunately, there exist another piece of software, called Wine, that can permit your computer running Linux to run also applications written for Windows.
You should therefore:
1) Install Wine
2) Configure Wine
3) Install the Watchtower library and reader
4) Run them!
Before going any further, I need a little info from you.
Are you running a 32 or 64 bits version of Ubuntu?

OK, lets do the first two steps and tell me if there is any showstopper:
1&2) Install and configure wine
1.1) Make sure you have the universe repository enabled. Go to Menu->System-
1.2) Click on the ubuntu software tabs
1.3) Enable (tick) the option "Community maintained Open Source software (universe)
1.4) Launch the Package Manager (Menu->
1.5) Click on Reload
1.5) Click on Search. This will open the Search dialog. Enter the string wine in the search prompt
1.6) Click on Search in the Search dialog
1.7) You will see some software packages whose name contains wine. Select the wine package by clicking on the empty square to its left and chhoosing Mark for Installation
1.8) If is asking you to mark additional packages, reply Mark.
1.9) Click on the Apply button
1.10) Your package will be downloaded and installed.
We are almost there! After this we will go to step 3)

Floyd, one thing that I think may help. I installed Theocratic Research Utilities on my Ubuntu 10.04 (I had it on my XP OS). I had to do the following and it may help you...
1. Copy the WT file to your desktop.
2. Ubuntu does not allow unauthorized executable files to open (programs that do not come from the Ubuntu community) to keep viruses out. You need permission to open them. Do this by right clicking the icon, go to Properties, Permission tab, and click 'Allow executing file as program'. Then close. Then run the WT program. Once the program is installed you may need to do the above steps again but it works.
