how do I alter the refresh rate? I've just loaded ubuntu and my screen is flickering

If you're using the default Gnome desktop, visit "System -> Preferences -> Screen Resolution" to edit your resolution and refresh rate. Be very careful in setting the refresh rate too high, as it can cause problems for old monitors (all newer monitors have fail-safe mechanisms, so you're free to experiment)/

Also check that there's no power supply problems or cable problems; I've had situations when that was the main cause of the flicker, not the refresh rate.
