Official Mirror for Iran

Hi I would like to know what are the steps necessary to become the official repository for my country.
We have already a mirror working with http,https and a bigger backbone than the current official provider, which is a commercial hosting company.
Also we have 100Gb network on our server
We very much appreciate your help.
