Ubuntu Help: F1 key?

Hello,
I am currently reviewing the ubuntu-manual (https://launchpad.net/ubuntu-manual) project output:
    "Getting Started with Ubuntu 12.10" (see: http://ubuntu-manual.org/downloads)

I noticed that when I am at the desktop (Unity), there are many ways of accessing the Ubuntu Help (aka Ubuntu Desktop Guide)
...but: I wasn't able to access it by pressing the F1 key.

Should I report this as a bug?

This is something that usually needs design approval.
Please file a bug against: https://launchpad.net/ayatana-design

You can also add the tag needs-design and affecting project unity to your bug report.
