Workspace Icon cannot be moved

Why can't the Workspace Icon on the dock not be changed? It is a commonly used feature for me and when there are more icons on the dock that fit on the screen I have to continually scroll down the dock to get to the Workspace Switcher. Now when I have full access to the keyboard with both my hands I can just use "Super Key" + s but when I am restricted, like on an airplane and am trying to use just on hand it is very annoying. Since it is a fixed icon, why can't it be put next to the "Dash Home" Icon?
