Right click on My computer (Computer if using Vista/7), select Properties, click the advanced tab, Startup & Recovery Settings.
You'll see a drop down box for the default OS to start. Make sure Ubuntu is in the list (don't set it default).
You'll also see a Timeout or Time to display choice of OS - make sure it's set to 15 or 30.

The most common problem is that the Timeout value is set to zero.

PS avoid setting Ubuntu as the default until you figure out everything. If the timeout is 0 (or even 1) and the default is Ubuntu, then you won't be able to boot Windows.

Great! Enjoy.

PS a tip: if Ubuntu hangs for some reason, you should avoid a hard power
off. Try holding Alt+SysRq and pressing R-E-I-S-U-B. This will often recover
and restart without having to power off. If that fails, then a hard poweroff
is the only option but will also likely be safe.
(If you don't have a SysRq key then use PrntScr instead.)

It's important because Wubi uses a virtual disk and the hard poweroff can
cause corruption.
