install 11.10 with nomodeset prevents setting of region

A wubi install of 11.10 with nomodeset does not give the option of setting the user region.

A Wubi install is non-interactive (apart from the part that runs in Windows). Wubi automatically retrieves settings from Windows and passes this to the Ubuntu installer for the unattended 2nd phase install.

New with 11.10, when you run wubi.exe standalone (not from CD or without a CD ISO present) it downloads a pre-installed image which skips the 2nd phase install. It should still pass in your region automatically but I understand that some things like language packs have to be downloaded separately.

But whatever the actual issue is, using 'nomodeset' has no bearing of the settings that are passed through. If you believe it does, then you should create a bug and provide information to support this claim.
